Packaging materials are an important part of jewelry production and delivery. As part of our jewelry packaging services, we review packaging specifications and supplier documentation when recycled packaging is requested.

Haosen Jewelry reviewed the Global Recycled Standard Scope Certificate provided by Dongguan Huaqi Packaging Products Co., LTD. The certificate, No. ITS-TE-00297483-GRS-03824100, was issued by Intertek under the Global Recycled Standard 4.0.

The document confirms that the supplier has been audited for specific post-consumer recycled packaging products and production processes. However, a scope certificate does not automatically prove that every packaging bag supplied by the company is GRS certified.

Key Certificate Information

Certificate Validity and Verification: The certificate lists its status as “Valid,” with an issue date of April 7, 2026, and an expiry date of April 6, 2027. Because a Scope Certificate may be withdrawn before its stated expiry date, buyers should confirm its current status through Textile Exchange’s Find a Certified Company database or directly with Intertek before relying on it for sourcing or product claims.

What Is the Global Recycled Standard (GRS)?

The Global Recycled Standard (GRS) is an international, voluntary third-party certification standard that verifies recycled inputs and tracks certified materials through the supply chain.

GRS covers more than recycled-material content. It also includes requirements related to:

  • Material traceability
  • Chain-of-custody management
  • Environmental practices
  • Chemical management
  • Social and workplace requirements
  • Production and transaction records

According to Textile Exchange, products containing at least 20% recycled material may be covered as a business-to-business GRS product. Consumer-facing GRS labeling generally requires at least 50% certified recycled content.

Which Recycled Packaging Products Does This Certificate Actually Cover?

The certificate lists 16 products in total: 15 under the Packaging category and one recycled polyethylene film under Processed Post-Consumer Materials. These products include post-consumer recycled PE and PP packaging bags, recycled PE film, and several certified PE, PP, PET, and EVA material blends. All recycled inputs in this certificate are Post-Consumer Recycled (PCR) — meaning they come from consumer-used waste, not factory floor scraps.

1. 100% Post-Consumer Recycled Products Listed as GRS

Tipo de producto Material Composition Certificate Label Grade
PE Packaging Bags
100% Post-consumer recycled PE
GRS
PP Packaging Bags
100% Post-consumer recycled PP
GRS
PE Film / Other Film
100% Post-consumer recycled PE
GRS
PE + PET Bags (70/30 or 50/50 blend)
Post-consumer recycled PE & PET
GRS
PP + PE Bags (70/30 or 50/50 blend)
Post-consumer recycled PP & PE
GRS

These products are listed with the GRS label grade in the supplier’s scope certificate. However, a Scope Certificate alone does not confirm that a specific order or shipment is GRS certified. Product claims or logo use must follow the applicable GRS requirements and be supported by the relevant Transaction Certificate (TC), where applicable.

2. Blended Products with EVA or Conventional PE

Tipo de producto Recycled Content Certificate Label Grade
PE + EVA Bags
50% or 70% PCR
GRS
PE + EVA Bags
30% PCR
GRS No Label (B2B only, no consumer logo)
PE + Conventional PE Bags
30%, 50%, or 70% PCR
GRS or GRS No Label (depending on the ratio)

Products marked “GRS No Label” fall within the certified scope, but they do not meet the minimum threshold for consumer-facing GRS labeling. This is a critical distinction for your artwork and packaging design.

Which Production Processes Are Certified?

The supplier’s certified processes include extrusion, manufacturing and printing. This means the audited facility is approved to carry out these processes for the products listed in the certificate appendix. The certified site is the supplier’s facility in Qingxi Town, Dongguan, where the relevant packaging production and printing processes are performed.

Does This Certificate Specifically Confirm OPP Bags?

The certificate includes packing bags made from post-consumer recycled polypropylene. However, the product appendix uses the material name polypropylene and does not specifically identify the products as OPP or BOPP bags.

Therefore, when an OPP packaging bag is ordered, the product specification should be checked separately to confirm:

  • Whether the material is PP, OPP or BOPP
  • The percentage of recycled material
  • Whether the material is pre-consumer or post-consumer recycled
  • Which product number in the certificate appendix applies
  • Whether the shipment can be supported by a Transaction Certificate

This prevents a general supplier certificate from being applied incorrectly to a product that may not fall within the approved scope.

What Does the Scope Certificate Prove?

The scope certificate confirms that the named supplier and facility have been audited and approved to manufacture specific GRS products within the listed product and process categories. It demonstrates that the supplier has an established system for managing certified recycled inputs, material identification, production traceability, inventory records, certified and non-certified materials, and environmental and chemical controls.

What Does the Certificate Not Prove?

Textile Exchange explains the distinction between a Scope Certificate and Transaction Certificate. A Scope Certificate confirms the supplier’s approved certification scope, while a Transaction Certificate supports the certification status of specific goods or shipments.

The certificate itself states that proof of certified goods must be provided through a valid Transaction Certificate, or equivalent transaction documentation, covering the specific goods delivered.

Therefore, this document alone does not confirm:

  • That every packaging bag produced by the supplier is certified
  • That a specific Haosen Jewelry order contains recycled material
  • That every bag contains 100% recycled material
  • That the supplied product is specifically OPP or BOPP
  • That the packaging is biodegradable or compostable
  • That the product meets food-contact requirements

A valid Transaction Certificate should be requested when a specific order needs to be sold or communicated as GRS certified.

How Haosen Jewelry Reviews Packaging Documentation

When recycled packaging is requested for an OEM or ODM jewelry project, our review may include:

  • Checking the supplier’s company name and production address.
  • Confirming the validity of the supplier’s GRS Scope Certificate.
  • Comparing the packaging material with the products listed in the certificate appendix.
  • Confirming the recycled-material percentage.
  • Reviewing product specifications and purchasing documents.
  • Requesting transaction-level certification when a GRS product claim is required.
  • Confirming labeling or communication requirements before using a GRS claim.

This process helps reduce the risk of unclear or unsupported environmental claims. To review more material evaluations, explore our raw material reports.

Conclusion

The reviewed Intertek-issued certificate lists Dongguan Huaqi Packaging Products Co., LTD as holding a GRS 4.0 certification scope covering specified recycled PE and PP packaging bags, films and related production processes through April 6, 2027. Buyers should verify the certificate’s current status and request a valid Transaction Certificate when confirming the GRS certification of a specific order or shipment.
